In 1998 eco set up an Internet Complaint service that dealtwith reports of illegal and harmful content over the Internet. In 2002, as part of the business of the Internet Complaints service, it became clear that the unlawful sending of advertising messages by e-mail was an acute problem for both providers and for users of the Internet. Something had to be done, which is why eco created the Anti-Spam Initiative and an annual Congress in 2003. Following this first Congress, eco established the Anti-Spam Task Force (ASTF), which was attended by almost all member ISPs and many other companies in the IT industry. As a result of the ASTF, during the 2nd Anti-Spam Congress in 2004, a White Paper was drawn up with proposed measures against spam across the Net, developed from user feedback of he first anti-spam measures from the first Congress in 2003. From the White Paper the Anti-Spam Task Force went about implementing the projects Spot Spam and the Certified Senders Alliance. Since the 3rd German Anti-Spam Congress, the event has had international attendance and English speakers as a result.
