eco comments on minister’s “14 thoughts” on the Internet

Thomas de Maizière, Germany’s Federal Minister of the Interior, published “14 thoughts” on the future of the Internet. eco appreciates the careful consideration the minister gave his ideas, and the open-minded discussions preceding them. Several meetings with experts, industry representatives, members of prosecuting authorities, and Internet users helped the minister form an opinion based on a variety of inputs. Now would be a good time to develop a holistic strategy – rather than implement isolated measures.

It is especially vital to consider the different functions served by different kinds of providers, resulting in specific and differentiated options and obligations. From our perspective, the minister’s “14 thoughts” presently do not reflect this diversity. For instance, eco considers it problematic to hold service providers responsible for malware distributed by third parties. eco also questions why De Maizière should consider the state responsible for maintaining the Internet and basic online services across the country when private enterprises have been providing reliable services of higher quality at lower prices than the former state monopolies.
