Criticisms of revision to Youth Protection Act
Internet experts criticised the draft revision of Germany's Act for the protection of the youth in the media (National legislation under the European Interstate Treaty on the Protection of Human Dignity and the Protection of Minors in Broadcasting and in Telemedia). Some of the Act's paragraphs, experts said at a meeting in January, could distort the balance provided by existing laws, especially the Teleservices Act and e-commerce guidelines.
Representatives of Germany's State Governments maintain, however, that the revision would not alter the layered system of responsibilities that Internet providers are currently subject to. eco continues its talks with state legislators to find a better solution for the revision, especially in terms of offering legal certainty for the Internet industry. It is eco's opinion that liability should be limited to content providers.
