Diverging opinions on net neutrality

The European Commission is expected to publish a report on net neutrality in 2010, but apparently opinions are still divergent. According to the German webzine Heise.de, there is currently a concept paper describing four aspects of net neutrality. The paper lists commercial restrictions, discrepancies between marketed and actual bandwidth, technical measures to protect customers, and restrictions resulting from network management.

Heise quotes Joe McNamee, European Affairs Coordinator of EDRi (an organisation promoting civil rights on the Internet), saying that the paper clearly contradicts what Neelie Kroes, designated Commissioner for the Information Society, has said about net neutrality. According to Kroes, all commercial interference is objectionable. Heise.de expects the debate on the nature of net neutrality and the Commission’s stance on it to continue.
