Commission publishes guidelines on broadband policies
The EU Commission has published guidelines on governmental assistance for expanding broadband infrastructure in EU member countries. The Commission generally welcomes activities that help bring faster connections to rural areas. Where there is no infrastructure and no provider planning to develop the local market, there is no real alternative to governmental assistance.
But in other cases, the paper warns, governmental interference could hinder development, in cases, for example, where there are already two or more providers acting as competitors. The commission suggests a detailed survey to identify those areas currently covered by one provider only, where a monopoly might disadvantage customers.
